Ten years after the Paris Agreement, the world has seen substantial progress in the deployment of renewable energy, particularly wind power. However, the success of wind power remains concentrated in only a few countries. There is an urgent need to broaden the application of wind technology and to foster stronger growth worldwide.

As a result of developments over the past two decades, several regions – mainly Europe, China, India, and the USA – have become major producers of wind technology. Many other countries continue to rely primarily on the import of turbines and related equipment.

To achieve international targets, it is imperative to increase manufacturing capacities and capabilities across the globe. This requires, on the one hand, strong and stable international supply chains. On the other hand, manufacturing – always a source of local value creation – must take place in many countries and regions so that people can benefit from it through good jobs.

Accordingly, we, the participants of the WWEC2025, agree on the following principles:

  1. The wind power sector must grow robustly across the globe, as such growth offers great opportunities for the world and in particular the entire wind industry.
  2. There is an urgent need to expand manufacturing capacities worldwide.
  3. The cost of wind power can still be reduced for the benefit of people around the world. Achieving this will require a certain degree of international work-sharing.
  4. International supply chains must be resilient and should not be disrupted by political interference.
  5. When wind power provides tangible benefits to local communities, the sector will grow more rapidly. A high degree of local value creation is therefore desirable.
  6. Unlike other commodities, wind turbines require complex logistics, and transportation costs are substantial.
  7. International supply chains should operate within fair and transparent frameworks.
  8. Export subsidies and import duties hamper international supply chains and should be avoided.
  9. The global wind community is committed to fairness, transparency, compliance with international trade and sustainability standards, and the principles outlined in the WWEA Community Engagement Guidelines.
  10. The global wind community recognizes the need for ongoing dialogue within the sector and with policymakers and is committed to contributing to solutions aligned with these principles. For this purpose, the Global Wind Power Cooperation Dialogue will be established as a permanent forum.
